TD-SCDMA (Time Division-Synchronous Code Division Multiple Access) is the third generation wireless communication technology standards proposed by China in the first time, and makes our communication technology reach global leading position.It's development has got the attention of country and government., The country issued 3G license in January 2009, TD-SCDMA license was obtained by China Mobile.China Mobile started to operate commercial TD-SCDMA network, in May of the same year,and the TD-SCDMA network became the only one commercial TD-SCDMA network in the world.Handover is a basic mechanism of mobile communication network.It is a essential method which makes sure the user can move at will during their call. Since the concept of cell came into the mobile communication system area,the handover technology has become one of the very important technology of the mobile communication system. Handover is the particular function of the cell system,and also is the key character of the mobile communication system, it influents directly the performance of the mobile system.During operation time of TD-SCDMA commercial network, there is still large distance compared to GSM network on network quality.It is reflected in wrong handover,handover failure,not handover etc caused by various reasons.These will make the call drop owing to bad signal or inter-cell interference,especially in dropped calls due to handover between GSM and TD-SCDMA network. It's essential and urgent to solve dropped calls problem to ensure successful implementation of handover and improve the customer communications experience.Based on this,the paper firstly describes the handover theory and handover strategy adopted by TD-SCDMA network. Secondly,this paper summarizes some typical problems and solutions encountered in my one year's network optimization both TD-SCDMA intra-system and TD-SCDMA inter-system.Finally,based on many handover optimization cases,it is proposed 5 new handover strategies to solve the lack of handover strategy compared to GSM network.
