Network Supervision By Public Opinion Mechanism

As a soft social supervision model, the supervision of public opinion refers to checking, estimating, and promoting state matters, social phenomenon and the behavior of society members in the use of all kinds of expressions by the public. To endow with important function to news media by the Party and the people, it is a special kind of supervision in existing system of supervision. Until the occur of Internet, traditional media totally responsible for the supervision of public opinion, but with the rapid development of website and Internet media, the role of public opinion's supervises by Internet has become more and more important, to be a important part of new forms of public opinion's supervises.The key of study on mechanism of public opinion's supervises by Internet is interpreting the factors and the relationships between them. This paper focus on five aspects in all:firstly, we conduct a basic analysis on the elementary problems of public opinion's supervises by Internet and the four development steps of it; secondly, though investigating the forms characters of Internet opinions, this paper obtains the idea of the subject of Internet opinions possessing "grassroots" character, as well as Internet opinions possessing "populism" character; Thirdly, there are different express ways in news placard, Internet forum and Blog about Internet opinions, so we can see the diversity and visibility in Internet opinions expressing; fourth, in Internet environment, we emphasizes the disseminating and 1. exaggerating influence among information, ideas and effects in the interact of net-surfers, traditional medias and society. At last, according to the exist problems of the supervision of Internet opinions, this paper try to put forward some strategies for strengthen mechanism of public opinion's supervises by Internet, including guiding public opinion, standardize related laws, regulating technology and self self-discipline.
