C3I system (Integrated Electronic Information System) is an information system including information acquiring ability, information transmission ability, analyzing and judging ability, decision-making ability, organization and coordination ability, and confrontation capacity. System's evaluation process is an indispensable tache when decision-makers and system designers demonstrate, purchase, develop and use C3I system.It will not only save money but also avoid the risk of trial while using C3I system simulation method rather than using field testing method to obtain a varity of data needed to evaluate C3I system. Therefore, there is important theoretical significance and application value to research the simulation theories and realization technologies of C3I System.Based on the features and application requirement analysis, this paper puts forward the architecture of C3I simulation system. The function modules of this architecture are analyzed, and the key techniques of system's implementation are discussed.The establishment of function modules'models is the foundation of system design and development. Based on the analysis of C3I system modeling techniques, Lanchester equation and SPN are used to establish the models of C3I System. These models are simulated and analyzed.Surveillance radar model are established by means of the functional modeling method. In order to transmit the target messages, network communication and serial communication techniques are used.Simulation interface is developed for users to control the simulation process.On this part, menus, icons, communication model are studied. At last, database access technology is studied.
