With the coming of the Post-PC-Era, the embedded technology has soaked into every walk of life and people's daily life. The application of embedded technology will improve Communication Management Unit's (CMU) performance in substation automation system. And it provides high stability and low cost solution. Basing on the analysis for functional requirement of CMU, its software and hardware platform adoptted core of 'PC-104 + Linux', finished the transplant of embedded software system and carried out applied programme in communication management.The design used SCM-7020(PC-104 industry module) as the target machine, and RedHat Linux 9 within PC will be used host machine, which establishes the embedded software development platform. In term of the requirement of system, Linux system should be reduced. The Transplant of Linux core, method and detailed process of constructing embedded file sytem were given. At the same time, according to the functional requirement of CMU, analyse Communication mechanism in between Linux processes, institute mode of information exchange between processes which will be the same with assignment. This paper introduced several important technologies which include system calling Qt, signal mechanism, management of software timer, Chinese interface and communications and so on. In the end, the detailed design of CMU's application program was finished.
