Image observing system plays a very important role in both civil and military pplication. Using high speed digital signal processing technology in image processing to realize the detection and distinguish of targets is a focused task. Lots of scholars and experts at home and abroad put emphasis on it.The development and current situation of image capture, processing and tracking technology are widely investigated in the thesis. On these bases, some analysis and researches on the realization of video tracking system which is fit to the low power consumption and small-sized systems are made. On the aspect of hardware design, according to the requirements, high speed DSPs DM6446 is choosed as the core chip in image processing. At the same time, SDRAM and FLASH are used for image storage and program storage respectively. After these preparations, the schematic of video capture, processing and display are done, as well as the layout of PCB. Considering algorithms, we study how to utilise DSP system to complete video capture and display, to make some necessary preprocess for low light level image (noise removing and image enhancement), and to do some programming about tracking (using background differing and KALMAN filter forecasting). As for the programming, TI DSP's developing platform CCS is used, on which programs are designed to fulfill the video capture/display, as well as the image processing and tracking. Finally, we verified the accuracy of programming on DSP's hardware platform, and the results are listed, too.
