| SOA is the latest system architecture technology in the software industry. Many large enterprises plan to or are in the process of their own IT system for SOA transformation. The core concept of SOA is reuse of software assets. For a lot of large enterprises there are many core software assets running on the mainframe CICS system. How to put these important CICS business logic in better reuse, and be available for the external CICS procedures to facilitate access to, has become the focus of enterprises need to consider.In this paper, the basic concepts of SOA, characteristics and advantages of SOA development, as well as the opportunities and challenges are introduced. And Web Services are a good SOA implementation technology selection. In fact, recently SOA owes much to the popular Web Service. Its standards and application of sophisticated universal implementation for a wide range of SOA architecture provides a foundation. And then this paper introduced Web Service related technologies, XML technologies, Web Service protocol standards, as well as the relationship between Web Service and SOA.CICS is everywhere. There is the phrase to describe the extensive using and importance of CICS: The world runs CICS, CICS runs the world! The core business logic of China's five major commercial banks is running on the CICS system, as well as many other large state-owned enterprises, such as the securities industry, the oil industry and transport industry. Mainframe's high performance, high throughput, high stability have made CICS will be widely and long-term use. Chapter V of this article focuses on design and implementation of CICS-based national network of highway toll collection system. Technically IBM for external application access CICS program provides a wide range of programs, which are different for the problems; there is a different implementation, suitable for different projects. Chapter VI focuses on IBM provided the external application of CICS Web Service access technology, and Chapter VII focuses on the implementation of CICS Web Service security considerations.
