Secondary Surveillance Radar (SSR) has always been the hot topic in the research fields of Air Traffic Control (ATC) and military Identification Friend or Foe (IFF) both at home and abroad. So far, Monopulse and Mode S system have been gradually improved. The theory of signal inquiry-mode of SSR is introduced in this thesis. The design and implementation of the encoding and testing system are mainly introduced, which aim to test the function of RF components of transmitter of SSR.The design of this system is based on the principle of simplicity, reliability and practicability, which aimed at testing the reliable performance of RF components. Adopted large-scale integrated circuits combination of software design, a new system architecture has been proposed, which includes FPGA,MCU and display and control interface of SSR. The design of hardware is the core of the system and the software platform is the aided. The hardware platform mainly consists of FPGA and MCU modules. The system has the interrogating and testing functions ,which also has high-speed,stable,open architecture.The system has two functions: 1) an encoder, which can generate the interrogate signals of different mode of transmitter requirements. 2) the test function, which can test the working state and performance of RF components to judge whether it meets the requirements or not. So tester can helps us to easily separate and eliminate the faults of RF components. Furthermore, the system can also detect each kind of technical indexes of interrogating signals for real time. So it can ensure that the based-ground interrogate system works in good condition. The system's control panel can modify relevant parameters to simulate the technical index of interrogate signals of different mode, which makes it more convenient for engineering simulation.The thesis is based on the interrogating theory of the normal mode and mode S and focuses on the design and implementation of the tester. The encoding signal's generation is the main content in part of hardware design, which can be used as modulating pulse to test the working state of RF components. And its output signals can be further evaluated for the purpose of real-time monitoring of project. In addition, the main points of data-processing are the interrogate signal's generation and detector signal's test, the thesis narrates the design of the hardware and software in detail and gives the simulation results of main modules.Practice has proved that the tester has small size, high reliability and good compatibility, especially suitable for the evaluation of the working status and performance of RF components in the absence of large-scale testing-equipment. It also can be used as the signal encoder of interrogator of the surface-to-air SSR.
