Information System Appraised is a process and a product to appraise the information system buliding process ,applying effect and future acclimatization,under the situation that the information system has been developed,put into fact and applied and disseminated.Because of the speciality of information works,though a large amount of appraising system and appraising method have been formed,these system and methods have a lot of logics problems when used them to synthetically estimat business information project. These existing problems reduce dependence of these evaluation method and the play roles are limited to improvement enterprise information working.The software quantization job is a prerequisite for estimating and rationally managing the software product , and is that at present, all software enterprise is confronted with and needs the problem solving first. Software scale as the quantization result of the software project, is important parameter of estimating a project and important enterprise decision-making basis. So software scale estimating is needed in the need stage in software project . Carry out the software scale to collect the relevant data in the process of software developmented period. In the available mothods of scale estimated now, the function point method can be able to be used in need analysis stage , has formed and the various standard taking IFPUG FPA method , MarkII method and COSMIC method as representative. COSMIC method is new generation of scale estimated method of function piont,which allow magnanimity person to come to the magnanimity software from consumer's angle, by ascertaining the consumer function need. Though there are varies mothods of software estimated, these estimated method or model is largely staying on the theory stage and a lot of some have no way to adapt to the call for that software new technique develops, even. Because of the reality that some software tools of estimating aspect been put into use do not nimble enough and can not adapt to real condition of software enterprise,some software tools of estimated aspects can not be extensively used in the carrying out process of software project.In this paper, targeted at China's software industry reality and the urgent need for practical software measurement methods and tools, targeted research and analys of the measurement model of the software and research and analysis carried out by the existing software and scale model measurement of comparative study and found that has been the inadequacy of the model and the need to improve the content of the questions found in the exploratory study and draw up the application of software enterprises in our country the rules of data collection, and on this basis to improve the operational scale software projects metric model. The improved model has greatly improved the complexity of the shortcomings of the original model, reducing the difficulty of understanding and use, but also greatly reduce the scale to assess the workload brought about by the project; At the same time, because of the improved model for many Chinese small and medium-sized local items of historical data is optimized, making assessment of the accuracy is better than the original model must also improve.The improved model of verification to prove that the scale of assessment models to improve to achieve the desired goal, the improved model, a large number of small and medium enterprises in China provides an easy-to-use software and accurate measurement scale program to help small and medium-sized software change enterprises in the software project management and planning time to complete the experience with the passive situation of speculation for the general improvement of Chinese small and medium-sized software project management, improve enterprise efficiency has a broad application value.
