As an important part of the city, Street—Township is the most important link between the communication of residents, society, and government, which is used to connect with the city and district. The work of Street—Township is the fundamental of the city work which should be able to straighten out its functions and keep it independence. In order to provide the better services for the residents, street-township should be created as the platform of the society management and public service.Based on these factors,this paper is focus on the research of the Street—Township Grid Management System and its key technology. In consideration of how to extend the grid services step by step through the City - Town - Village, this paper presents the concept of the community grid management and platform architecture in order to resolve the problems of the trouble of solving the complaints, the ambiguity of functional departments, and the uncertainty of the processes of dealing with events. The street-township includes urban street and suburb township which belongs to the same two level of administrative division. Street-Township Grid Management System which forms the real positive interation between residents and government through singly treating the different works and making the close contact with the nebulous concept of grid management and people, is applicable in both the regional-level systemIn this paper, Street-Township Grid Management System is a new system which is developed by the current Urban Grid Management System and is extended to street and township level. PuDong district is selected as the national pilot unit by Street-Township Grid Management System. And the System will be an important carrier of "digital community" information system in the future. Compared with the existing Urban Grid Management System, the Street-Township Management System, which is higher difficulty in the application of its comprehensive, complex, routine and the related system integration, is applied not only in the original urban management but also in the abundant social management, pubic service and business service. This system is based on information technology which will load the future digital community service to the grid management system. And this platform which is supported by the Internet, urban management Qualcomm,and global eye and is based on the GIS,GPS,RS technologies. And it also provides the integrated information of sound, image, picture and word for government management, which is combined with the mobile positioning system,digital communication technology and computer software platform. Therefore, the grid management platform will achieve the following functions which are the inspection of the urban part, dealing with unexpected incidents,control and dispatch, and supervision.
