Urban Community Management Informatization Construction

Nowadays our government has taken the managing mode and mechanism in a traditional way, which is characterized as 'divided vertical and function vertical mainly, combined with horizontal functions'. This operation mode focuses on 'examine and approve', not on 'service and supervision', and it's of low efficiency and not cooperated with other departments. This relative single and static managing measure may work in the old planned economy times, but not today while the situation is changing so greatly. In the market-oriented times, the traditional managing mode can not meet the multiplied structure economic and the need of dynamic management. Under this circumstance, our government is facing new challenges.Based on the situation of our country, it's not wisdom to simply copy the government function mode from other developed countries since condition here is so different; besides those government modes are also under reconstruction due to the information technology progress. In this case, it is obvious that we can't make great progress by traditional technique methods to build electrical government. We must construct the electron government affairs by updating our technologies, services, and ideas.How to change the current mode becomes the focus topic of government and academic circles. The way to build new function mode which can improve efficiency, normalize management and improve service level is so important for practical use and theory. What we must do is to use advanced management theory and method, via some technical method like grid computing and information portal, to remove the isolation between those divided lonely information island which are created by current function mode, to integrate and share data, to do team work, finally to form a grid-like virtual organization which provide service as one and work background as one. This article have discussed those themes and provided a feasible solution.As a practitioner of electronic governmental affair, the author has got very lucky to lead a team and take part in the whole process of the exploration development: from the present status investigation of informationize community management to requirement analysis of community management, from overall layout to the construction of application system and layout validation, etc. This article is the production of summarize and analysis based on the exploration and practical fruit of the project.
