Nowadays, because of various cause, more and more problems arise from information construction of colleges, especially voluntary college. Suzhou Top Institute of Information Technology is very young for a voluntary college, but she knows cooperation of all departments is crucial to do good education. Few existing application systems of college are dispersed and independent, so cooperative official business can't be satisfied, and the current situation does not meet future education, too. The college is defective in decision-making and management, so system planning is essential for college's continual development.Firstly, the current information situation of Suzhou Top Institute of Information Technology is described in this paper, and then the advantages and disadvantages, opportunities and challenges in information construction are discussed. Secondly, the five-year development strategy of the college is analyzed trying to make an information-based strategy, which can suit the development of education and satisfy future education. Based on the strategy analysis, the college's information systems are planned. After the architecture and core systems of the college are designed, requirement analysis and function design for business are analyzed. At last, the integration solutions of information system are discussed in detail.
