In the field of the municipal works design in China, from the early ninety’s beganto incur the international advanced management methods and experience which, afternearly twenty years of practice, in the field of municipal works design project, havemade great achievements on the research related to the topic. Through the establishmentof information management system of the Municipal works design and ResearchInstitute, it could be a good planning of management process, to help reduce theprocessing chain out of line, better to implement the responsibility, and to improve themanagement efficiency, what’s more, to achieve the e-government by the means ofinformation technology, the role of the municipal works construction is more and moreobvious.This paper first introduces the research status and development of managementinformation systems at home and abroad. It describes the municipal engineeringmanagement information system used in the design and development process theory andtechnology. Then, the paper from the feasibility of the system, the overall objective ofthe use case model has carried on the demand analysis. In the schematic design stage,UML modeling method is used to describe the functional modules and behavioralcharacteristics of the system, the database, interface, error handling, systemmaintenance, etc. carried on the design. And adopts B/S structure, selects MicrosoftSQL server database, using the JSP technology to develop a web page, has realized theMunicipal Engineering Design and Research Institute of Management InformationSystems. Finally, also introduced the part function module of the program designprocess code implementation and testing.In this paper, the design and implementation of information management system ofthe municipal works design and Research Institute, is aim to the document managementand task management, which can be used for recording, tracking, query, and statistics onthe process, so as to improve the work efficiency. There is a strong promotion andpractical value.
