On The Press Spokesperson System And Building A Harmonious Society

On February 19^th,2005, Mr. Hu Jintao gave an impressive speech about establishing a harmonious socialistic society during the provincial and ministerial key leaders seminar focusing on improving the ability to establish the harmonious socialistic society. It is a speech which is not only specialized in the socialistic harmonious society given by the top leader, but also a mobilization order which is issued to the whole nation. Establishing an equal, interdependent and harmonious society is the goal of adapting the demands of the development of the society, which also manifests the broad masses' basic interest and the common desire. Just as Mr. Hu Jintao said, the harmonious society we want to build should be a socialist society that is democratic and law-based, fair and just, trustworthy and friendly, full of vigor and vitality, secure and orderly, and in which man and nature are in harmony. As the author sees it, besides the harmony between the human beings and nature, the harmonious society we talk about should also include somesocial-aspect harmonies, theinformation harmony-right harmony (the right to know)—democratic harmony. The openness of the information is the governmental requirement to be democratisized and transparentized and the basis of building a harmonious public opinion environment. Although the spirit of the openness of the governmental information is represented in many laws and regulations, the principle, procedure, content and form should be discussed further. The institution of China's press spokesman system is a great effort to improve the openness of information, propel the socialistic democratization and build the socialist political civilization. On April 23, 1983, China Press Association introduced the spokesmen of the stat council and mass organizations to the journalists for the first time, which indicated the institution of china's press spokesman system. As a channel which the government communicates with the media and public, the system reflects the new change of the political communication area. The system contributes positively to perfect our political communication system. Through 25 years of continuous development, the news release system has played an important role in improving the openness of the government affairs and the management of the government crisis. It has also proved that the institution and perfection of the press spokesman system is necessary to build up the Party's governing capacity and to construct the harmonious society. Meanwhile, the present press spokesman system exposes many questions and weaknesses, which should be established and perfected. Consequently, it is necessary to study the inner link between the Press Spokesman System and the construction of the harmonious society deeply, to propel the system to be more legal-based, standardized, professionalized and scientific. Based on the understanding of the link between the Press Spokesman System and the socialist political civilization, this essay tries to analyze and prove the relation between the Press Spokesman System and the development of the socialist political civilization ,as well as the construction of the socialistic harmonious society from the aspects of the change of the leadership style, the enhancement the abilities of the government, the setting up a publicly responsible governmental image and the protection of the mass rights to know and participate. The writer also puts forwards the proposal that we should perfect the Press Spokesman System from the perspective of strengthening the legislation, perfecting supervision mechanism and improve the comprehensive quality of the spokesmen; we should construct a harmonious environment for the public opinions and information; We should participate in the construction of the socialist political civilization, and make it improve further.
