With the opening of CNGI (China Next Generation Internet demonstration projects) core network and the continuous deepen building of local network, large-scale business of IPv6 is just around the corner. At present, relying on CNGI network, the IPv6 technology research and exploration, completion of testing for interoperability of various networks, promoting the development of the domestic IPv6 standards, accumulating experience of operation and maintenance and research of IPv6 applications is the primary task for researchers.In recent years, high bandwidth multimedia video applications, such as network video conferencing, online television, AOD/VOD, stock market releases, multimedia distance education, CSCW collaborative, long-distance diagnosis , these waste a lot of valuable bandwidth resources, and are the main cause of network congestion.IPv6 Multicast can effectively solve above problems and bring a new impetus and opportunity for multimedia applications. IPv6 multicast applications greatly improved the quality of transmission of data, particularly applicable to the multimedia applications which need large bandwidth, such as audio, video, and so on. The quality of service, safety of transmission, and data multicast has been improved compare to IPv4. The prospects are broad, attractive. This technology has become a hot topic in Internet circles, and will fundamentally change the network architecture.The main research of this paper is following:1,Research multicast technology for IPv4 and IPv6.2,Research programming technology of multicast for IPv4 and IPv6.3,Use java technology to implement file transporting system under the IPv6 environment.4,Combining IPv6 multicast technology and SIP to design multi-level video transmission system architecture and using JAIN SIP API and Java Media Framework for RTP to implement it. The system can effectively save network bandwidth, is easy to manage video resources and users. It can be used in variety of video applications, such as network television, multi-level prison monitoring, the internet invigilators, telemedicine.
