ITS (Intelligent Transportation System) is a real-time, efficient, accurate and large scale modern transportation management system based complete transportation network and infrastructure. It combines a wide range of high technology applications, such as computer technology, network technology, communication technology, control technology, information processing technology, measuring technology and system integration technology. The information flow in ITS is as follows: transport information collectionâ†'local analysis and processâ†'communication and transferâ†'centralized analysisâ†'information integrated application. An advanced ITS must be supported by transport information collection system, communication and transfer system, analyzing and processing system and information application system. Western developed countries, such as the United States of America, Japan, the European Union, have already set up advanced traffic flow collection, transfer, analysis/processing and application systems. They have improved the information technology level of transportation monitoring, management and service by application of the achievements in the fields of digital signal processing, image processing, audio processing, data mining and artificial intelligence. However, the transportation network scale and infrastructure construction in most large cities of China fall behind the development of transportation demand. The management level is much lower than western developed countries. Congestion and traffic rules breaking have become serious issues. The augmentation of traffic pollution and accidents has become a danger to urban development and social stability. Transportation issues will become the most serious urban problems.This dissertation considers the present urban transportation network structure in China and its traffic flow patterns and the three level (single crossroad—trunk/region—central management) distributed traffic signal control system structure. A single crossroad adaptive control——trunk/region interconnected control——central network coordinated control intelligent transportation signal control system, based on independent intellectual property rights, is designed and implemented by combining network mixed traffic flow simulation model and equal signal assignment control optimum algorithm.
