With the development of Internet, information source in network is growing rapidly. How to help users to retrieve information they need efficiently from the massive information source is the key problem of information retrieval research. The current research on ontology-based information retrieval is mainly to discuss semantic processing to users' query by ontology semantic relations to overcome the problems of "lack of information semantics" on key word match. The paper not only studies on semantic match to users' query, bur also proposes a method of constructing contextual cue navigation by dealing with retrieval results, which is based on ontology concept collections and architecture, aiming to navigate users' repeated searching.The paper selects tour domain as research object and takes "Jinling Tour Website" as example to research ontology-based website retrieval. The main work and content of the research includes the following four aspects. Firstly, the research proposes the model and architecture of ontology and cognition-based website retrieval system. Secondly, the method of application ontology to theme website is discussed by referencing the theories of knowledge ontology at home and abroad. The application ontology of tour website named OntoTour which is taking "Jinling Tour Website" as example is constructed. Thirdly, the contextual cue navigation has been deeply concerned and explored. On the basis of cognition theory, network context and classification navigation, the paper puts forward the development process and architecture of contextual cue navigation. The processing flows of two sub-module information cue navigation and multi-dimensional classification navigation are described in detail. Finally, the OTWRS prototype system is designed and developed on the basis of Java platform and techniques of open source. Besides, OTWRS system is evaluated by user experiment, which shows that compared with ordinary tour website, OTWRS system along with contextual cue navigation can improve the efficiency of information searching.
