Because of the rapid development of knowledge explosion nowadays, people have to make real-time "charge" to adapt to this fast-paced new era. With the emergence of the new learning software environment and the implementation of the multi-functional teaching system, the chance of people relying on network software to learn is enhanced greatly. However, the majority of the current system does not function fully and adequately to serve the needs of a wide variety of people. In this era that knowledge exploded, it has become the pursuit of most people that how to learn fast and effectively. Fast-paced life makes people to search for a way to learn effectively at any place, any time and any scene, the research of E-learning has emerged therefore. A number of current researches are based on ontology semantic or based on cognitive emotional and so on, There are respective advantages and disadvantages of the researches mentioned above. In order to meet the needs of learners preferably, the author of this paper designs a new model which integrated cognitive and semantics. The corresponding functional module is made by using of ontology technology, semantic web and cognitive theory and in accordance with the needs of learners. This new model can help to solve the current shortcomings of lacking of using the student-centered way to design relative functions.This paper based on the ontology technology and cognitive theory researches the text model of course ontology and image semantic tagging model in the E-learning system. The detailed works are as follows:According to cognitive theory and To as an example C Programming to build the cognition ontology model .The construction of the semantic tagging ontology in the teaching document is analyzed. Use the skeletal system of the image system as the specific criteria, in accordance with the high-level semantic tagging that the efficiency of image retrieval of the teaching material can be improved greatly., at last, A Knowledge cognition and ontology based E-learning system model COELSM framework is given. In this paper, the author analyzes the function of system, and analyzes and assesses the theory of the system.
