In future, people need more and more convenient network access techniques, but the wireline access mode which is used in common has a lot of disadvantages, so the wireless access mode has been paid much attention in the past few years. The 802.16 standard, the fixed broadband wirless access system, emerges as the times require. The 802.16 standard is one of the most advanced communication standards, and it uses a lot of important techniques which will be used widely in the future, for example, OFDM, AMC, H-ARQ. Also for the commerce aims, it needs guarantee for quality of services.Although the 802.16 standards of QoS to the relevant norms, but how to achieve grade service quality control, in the 802.16 standard does not have a description of the overall. This paper designs a new set of QoS framework, after carefully studing the characteristics of the 802.16 standard The framework abstracts and packages the platform-related functions in various modules, as well as reduces the relevance of the platform. The classification module design, using a multi-level table rules, increases the efficiency of matching another. With the design of switching engine, the framework reduces the communication between modules .Based on this framework, the corresponding QoS algorithms were designed: the access-control-algorithms by seizing, optimal polling interval settings and the grading algorithm for ensuring the fairness. With access-control-algorithms by seizing, more access opportunities can be provided to high-priority services flow. With the optimization of the polling intervals, bandwidth allocation can better meet bandwidth requirements, and scheduling algorithm, because of the principle of fairness, can meet the high-priority services flow under the premise of the bandwidth requirements, while a lower priority to service-providing services, avoid the "hunger" effect.Finally, the simulation platform is established and its simulation results show that this framework proposed by the structure and algorithm can well meet the 802.16 standards of QoS variety of operational flow requirements.This research explores a more efficient and reasonable solution for data services in the Broadband Wireless Network, to improve access and circulation efficiency. And it provides a new way for 802.16 standards to promote their perfection and accelerate their business.
