Up till now, many software, which manage the remote sensing data, have appeared around the world. However, most of them face to the experts, and nearly few of them face to the public. Therefore it is very necessary to design an independent software platform to solve this problem. Today, the amount of RS data is increasing quickly by the development of the sensors, the time resolution, the spectral resolution, and the spatial resolution as well. On the other hand, with the rapid development of Internet technology, it is a realism that access and share the remote sensing image data through the Internet. However, the contradiction between the massive remote sensing data and the limited bandwidth of Internet seriously impacts the transmissions and the full applications of the remote sensing data.Solving the compression and transmission of massive sense data plays an important role on Digital Region Software Platform we designed which based on Internet.An independent software platform is proposed in this paper, which based on the studies of organization and management of remote sensing data, distribution processing mechanism in the sharing network, and the newly image compression standard JPEG2000 as well. The goals are to organize and manage the massive remote sensing data based on tile and pyramid hierarchy structure, to compress the image dynamically and statically based on JPEG2000 compression standard, and to transmit the image data based on the C/S mode. At the end of this paper, the platform is proved to be available by some tests.
