The License Plate Recognition System (LPRS) is one of the most important parts of Intelligent Transport System (ITS). With the social development and the improvement of living standards, the increases in the number of vehicles and traffic conditions deteriorate have brought the community and the environment tremendous pressure. Crowded urban traffic needs more advanced and more effective traffic administration and control system. LPRS has become a very important research to raise management efficiency, traffic efficiency and traffic security of ITS management. The LPRS can automatically provide vehicles inspecting, validation, registering and alarming, so it can be used in high way electronic toll management, secure-access controlling at parking lots, locating vehicles stolen, counting the quantity of vehicle passing in a certain period time, et.In the paper, it discusses LPRS based on DSP and FPGA. It takes full advantage of powerful computing ability of TI's C6000 Series DSP, as well as the flexible logic control technology of FPGA, to achieve high-speed operation of the system. Successively it relates to LPRSs design and development. The major work of this paper is composed of the following parts:1. Debug the hardware circuit boards of LPRS. Develop FPGA by the language Verilog HDL, to achieve collection, transmission and storage of image. Complete the development of drivers of DSP and algorithm transplant. Design embedded system of LPRS based on the DSP / BIOS.2. In order to achieve faster recognition speed and higher recognition rate, we improved the hardware LPRS Solution on the basis of the original LPRS. The design of the issues involved is discussed. The system has good flexibility, which is constituted by the 1DSP + 1FPGA and 2DSP + 1FPGA.At present, the original LPRS has been completed debugging. The system can achieve image acquisition, identification, and serial communications with peripheral. The system has characteristics of high speed, small size, and low power consumption. We complete some of design of schematic and PCB of new LPRS. The system's software design and debugging are also exploring further.
