With the rapid development of our national economy, increasing the number of vehicles continuously demand to improve traffic management. Therefore, using the modern technology of intelligent transportation systems has become the development direction of the whole traffic management. The License Plate Recognition System is the core of intelligent transportation system components. LPRS is widely used in road traffic statistics, highway tolling, vehicle management, etc. LPRS has a very important significance in maintaining the traffic safety, preventing traffic jams, realizing the traffic automation management has a very important significance.The traditional LPRS is mainly based on PC platforms, its large size and high cost cause no more convenient and flexible than embedded system. In this paper a new embedded LPRS based on DSP and ARM is proposed. It uses the high-speed computation of DSP and the control ability of ARM to complete the whole embedded system. In our system, the DSP processor use DSP/BIOS RTOS to manage video capture, algorithm processing, network transmission and other tasks, the ARM processor use Linux RTOS to manage and schedule video receive, video display, result display ,touch control and other complex tasks. The whole embedded system uses the network for communication and synchronization. The main works in this thesis are described as follows:1. Designed the embedded system solutions, DSP circuit board schematic, PCB layout, PCB route, electrical inspection, circuit board soldering and so on.2. Debugged the circuit board, wrote the peripheral driver and video capture driver program, transplanted DSP/BIOS RTOS, divided system memory, wrote multi-task program, transplanted and optimized algorithm, developed network program, wrote network testing interface by using MFC.3. Made cross compiler, transplanted Uboot and Linux kernel, made the file system, wrote and transplanted the network interface driver, LCD driver and touch screen driver programs, wrote multi-thread application program in Linux environment, wrote Socket network program and makefile document, completed the GUI program and system testing.At present, all works have been completed and the whole embedded system can work well. The system has integrated video capture, algorithm processing, network transmission, real-time display, touch control function. Through the GUI user can set and control the whole system. At last the system has many advantages of high processing speed, stable performance, low power consumption, human-computer interaction and flexible.
