A prominent characteristic of the 21st century higher education is embarks from human's individuality, respects the student main body status and the main body personality, raises student's independency, the initiative and the creativity.The teaching affair management is one of central contents of the school administration. It is not merely a process management, but also a goal management. In order to achieve the new higher goal, reforming the traditional teaching affair management and its information system is imperative.Under the planned economy system, the traditional education management model of our country's universities is the school-year system. Under this system, universities implement the unification recruitment of students, the unified distribution, the unification period of schooling, and the teaching affair management implements the unified planning, the centralized school-year management system. For reforming the management model, the credit system could be a quite good highly effective teaching control system for fostering new kind of students. It can meet the objective requirements of the society, the economy, the technical development under the market economy.Our country's universities are implementing reform based on the credit system management. The purpose is to further expand the independent choice right by which the student studies, to let students elect teachers, to elect when to study, to choose which class to attend, namely to let students independently choice classes, the teacher, the study time and the learning process, take an elective the curriculum independently. For reforming, the new teaching management model needs studying, and its information system needs upgrading and constructing to support the new model.This article, taking the university for which author works for example, analyzed the new teaching management model, and analyzed the requirements of information system which supports the new model. Then, a architecture design of the teaching affair information system was given in detail.
