From The Literary Theory Of The "declaration" Of The Late Qing Dynasty (1876-1904), Charity

In the late Qing Dynasty, with the introduction of charitable organizations and the western relief concept and various social trends of thought, China's traditional career of Famine Relief started to evolve to the direction of modernization and had a new mode of the Famine Relief—the career of the Charity Relief to the victims.
