Along with the social development and the economic life level enhancement, knitting industry competition is intense day by day. Our enterprises should not only increase their productivity, but also enhance the competitive power, the enterprise information has become the popular demand. Each enterprise is searching for a good production operational mode to improve efficiency in production, thereby enhance its own core competitive advantage. The production and the operation management core is production planning and control. So the research on it is of great value both in theory and in practice. There are some problems in production planning and control of medium-small knitting industry, such as the plan layer is lack of the necessary current information during the process of planning ,while controlling layer can not send the out-plan or windage information, which may will take place or have taken place during production to the plan layer timely.This paper study on production operation planning and control of medium-small knitting enterprise mainly using MES idea with TOC production management technology. Enterprise original production organized is redesigned in order to optimist operation flow by production flow analysis. On this basis, production operation planning and control is studied on. Multi-level optimizing heuristic arithmetic of production operation planning and control is proposed and it's system is constructed based on MES. The main content of the paper includes the following aspects:(1)It summarized current production management model and comparison advantage and disadvantage of production operation planning and control technology in different management way.(2)It studied on present situation, production characteristics, and problems in management in medium-small knitting enterprise .And it proposed three-layer workshop system based on facility layout.(3)It studied facility layout forms of workshop. Traditional function layout is transformed into the cell layout by group technology and give an empirical study.(4)An algorithm called Multi-level heuristic arithmetic is proposed and designed for settling this problem in this. Some calculating examples are used to test the feasibility and the validity of this algorithm. (5)Give model of production operation and control system under MES.It will be helpful to enhance delivery level, product quality, market strain of medium-small knitting enterprise, thereby enhance enterprise market competence. It is important practical significance to promote information construction, improve management level and economic benefit of these kinds of enterprises. It is a certain popularization value to medium-small enterprise which processing materials supplied by clients. It provides platform of workshop layer to play to the roll MRP II /ERP better on studying these problems.
