This paper discusses a supervise-control system of harbor area road in Yangshan harbor which is the application background of this project. Server to Client local area network also know as star-single server is used in this supervise-control system to supervise and control the entire harbor area which includes CMS, SCMS,TXD,TLC and entire video surveillance. Through RS232 the communication between upper computer and lower computer become available.Server to Client local area network model has many merits. Through server each client-port can share information, and various information collected by the system are handled by server in one order, owing to these advantages, the system could accelerate response rate, and more important is that the security of data is guaranteed because of the relative good security principle of server.Through various information board the release of system information become reality. Upper computer software is designed in CMS or SCMS to complete program setting.In order to improve the capability of roadway, multiphase signal is used in this system to control TXD, which means the phase of information is two at least.Through RS232 and by using optical machine the data of control which sent by upper computer can relay to lower computer, so remove control of external equipment become reality.The video surveillance of harbor area road in Yangshan harbor is the most important point in this project, because video surveillance can reflect the condition of traffic in real time. External equipment such as global camera and gun-shape camera are used to collect multiple video data which is transmit to control-center, and then any single and multiple video images are transformed by video matrix to display in monitor.Video switching system is developed independently, using the AD8108 of ADI Company of America. AD8108 is an 8x8 high speed and no overlapping switching chip, whose speed can reach up to 325MHz.AD8108 can be controlled by serial and parallel signals, and larger scale of video matrix can be connected by the serial signal with multiple AD8108 chips.AD8108 adopts the input buffer and high level isolation operation amplifiers to implement the ability of low cross-talk. It also adopts no blocking structure to implement the ability of Broad-Band and lower power consumption.Master monitoring software is developed by VB6.0. VB is an object-oriented language. In the course of design you can divide the system into several modules, and implement them respectively.The development direction of traffic monitoring is "intelligent traffic". The monitoring systems would support both the long distance maintenance and software update in future. Which is more important, implementing the conjunction of monitoring systems between regions and cities can make the large Database shared. And it also could build an intelligent monitoring system to provide the people real-time and convenient information service, meanwhile create a new information Era.
