With the rapid development of china's economic and integration of global economic, enterprises are in the increasingly fierce competition. Consumer behavior patterns and psychological is also experiencing tremendous change. How to better meet the needs of its customers, establish closer ties with customers, enhance customer satisfaction and loyalty, and reduce the wastage rate of key customers is the key for the service enterprises to survival. Customer Relationship Management (CRM) as a integration product of modem marketing and management concepts and information technology, plays an important role in enterprises to effectively understand and meet the needs of the clients, and to give the customers more value that can enhance customer satisfaction and loyalty and increase their customer value.Many business of enterprises are in the form of projects, enterprises and other organizations understand the increasingly importance of customer relationship management during the process of implementing projects. In China, the implementations of the project CRM are rarely, especially in traffic engineering industry.The study is based on a campany from traffic engineering industry—the Shanghai Communications Technology Development Co., LTD.who provide the traffic engineering technology services for enterprises, the research is supported by its CRM topics. In this paper, I have analyzed traffic engineering industry characteristics. Combining customer relationship management theory, I find the close connection between customer relationship management and project management, Based on the analysis of the project customer relationship management features, we founded a basic model of project customer relationship management system.Based on the basic model, I have analyzed the function of the customerrelationship management system, designed and implemented a customer relationship management system - JJ-XML CRM, This system focuses on the process of project implementation of customer relationship management. The main module are customers resources management, project management, customer service management and decision support. Based on the application of XML. NET technology, we raised an XML-based. NET data access model In this system to implemented information integration and data exchange between JJ - XML.CRM system and other systems or heterogeneous database.This paper introduces the latest theories and technology to a project-based CRM, its aim is to provide decision-making reference to managers and decision makers in customer relationship management during the project implementation process, and to provide the basis supports to analysts during the definition of a customer relationship management system. Through the research of customer relationship management system for the traffic engineering enterprises, we provide a total solution for domestic enterprises to establish a customer relationship management system.
