Fused-taper fiber device is the most typical fiber device and also a basic part of other devices. With the development of fiber communication, fiber-optic sensors, and coherent light detection field, etc. Fused-taper fiber device which have been widely used.Fiber coupler is one of the most important devices among fused taper fiber devices. Which usage ranks second among the optical passive devices. At present, the common fabrication method of fiber coupler is Fused biconical taper (FBT).Optical fiber fused biconical tape (FBT) machine is a kind of general equipment for fabricating optical fiber couplers. For traditional FBT machines the fused temperature of fiber is obtained by burning pure gas, which is easily drifted and disturbed. Therefore the performances of fiber devices have bad uniformity. A new type FBT machine, which is based on new designed electrical heater, is presented. Optical Power Monitor System which is important part of Optical Fiber FBT Controller system, its design of hardware and software are presented. Research the controller for pulling motor system and the movement of X, Y and Z motor lastlyIt is proved by a large number of experiments that new FBT system work steadily, the performances of Optical Fiber couplers meliorate, and the fiber devices have good uniformity. The consistency of performance is improved exponentially. The consistency of power loss is increased by 5 folds. The consistency of coupling ratio is increased by 4 folds. The consistency of drawing length is increased by 20 folds.
