Fused tapered coupler is a key device which has been widely used in modern optical communication, it's still representative in optical components in terms of the fabrication craft and performances.In the first part of the paper, the fusion and tapering machine is well studied according to the characteristics of the fusion and tapering method and optical components. Firstly, the class and performance of optical communication coupler are described in detail, all the mainstream fabrication methods of the coupler are also compared; secondly, directing at the fused tapered coupler, the waveguide speciality and power coupling speciality are deeply analysed in theory which provides theoretical basis for the design and manufacture of the fusion and tapering machine system.In the second part, the whole design of the tapering system as well as the study and description on the fabrication of the fused tapered coupler are accomplished based on the theoretical analysis. In order to improve the reliability, tapering stability and operating convenience, the main parts of the tapering system are designed according to the results of the theoretical analysis and device craft together with the characteristic of the tapering craft.At last, relying on the author's accumulated experience on the manufacturing craft of the optical fiber and optical components, through the analysis and pertinency testing, the restricting and bottleneck factors which affect the device's performance and quality in the process can be found, by doing these, we can improve the coupler's yield and performance.
