| News and propagation is the important force in the socialism culture construction of our country. The value of news and media belongs to quality of our country's socialism culture undertaking. From the perspective of public administration, news and media not only is a public product, but also is the one pole of multi-center governance. No matter from the point of theory or from the practice itself, news and media should perform public function. The public function of news and media is associated positively with social political background, concerned with economic and social development as well as people's basic needs, and strive to control the disadvantage of news report's simplification and entertainment, correcting and preventing news and media's pubic values' violation tendency, make the news and media perform pubic function in policy propagation, atmosphere making and supervision of public opinion. In the process of construction of new socialism country, news and media is the information authority's propaganda, decision information's transitioner, social justice's advocator, culture style's pioneer, classical experience's formationer, negative phenomena's supervisor.Hunan is a province with big population. It is also a big agriculture province. Its social and economic development is not so flourishing. The task of construction of new socialism country is very tough. This thesis through investigating long Shan county, Xiangtan county and shaoshan county of Hunan province and so on , covered more than 300 country people, and connected with Hunan TV station , Hunan daily, xiaoxiang morning and red net and so on human's media. In the process of socialism new country construction, it demonstrates that Hunan's news media is brave to perform public function, but is exits some place needs to improve: information connected with agriculture is little, news put a lot emphasis on city; propaganda's effect is too low, form single is hard to appeal; basic infrastructure is low, news go to country is hard; people survey is not enough, it is hard to become supervision and decision making resource. In the socialism new country construction, Hunan news media perform not so good is mainly because: news propaganda's concept is nor enough, this always cause country's practical news report become superficial; news value's orientation is changed, masses media's inclination of consumerism, news is likely go to flatteration road of low quality and low appealing; news motivation is wrong, it intends to avoid social situation and pursue economic effect's news propaganda behavior, firstly at the basis of bad interests motivation;Creator employee's care is not enough; it is restricted by the old task-oriented making model, lack of positive thinking way of undertaking new country construction. In order to perform Hunan news media's public function in the new country construction, we should do following five points as below: rationality in the time's background; from violation to care; make the correct news strategy; from task to regulation; deal with government relation well; from subordination to coordination; correctly deal with peasant's relation; from neglect to emphasize; perform creator's thinking way well; from passive to positive. |
