In information age, people demands for higher quality communication. In IT industry, digitization, wind band, intelligence, integration is the development direction in now and future. The traditional telecommunication network can only provide single service. A new network needs to be constructed when a new service is provided. So with more and more new services is provided, more and more networks is constructed. The research on constructing an end to end MISN (Metropolitan Integrated Service Network) with telecommunication class QoS assurance, high safety, manageable, performable and control capability of multi-services is epochal to how the current traditional telecommunication network converts to the next generation network.In the paper, the QoS technology of currently data communication network, which includes ATM network, IP network and multi-protocol label switch technology is introduced in detail. In the base of the introduction, the QoS policy for Unicorn's MISN which adopts ATM+IP+MPLS technology is presented. The construction idea, architecture and the end to end QoS policy of MISN are involved. In the research of QoS policy, which includes: (1) the QoS policy mapping technology for IP network which bases on MPLS technology, (2) the QoS policy transfer technology based on integrating ATM technology with MPLS technology, (3) the QoS policy implementation technology based on MPLS VPN. Based on the work stated above, the QoS policy implementation for the metropolitan bearing network, station network connection, and VPN network are proposed. The test method and the test result of the QoS policy implementation of MISN systematically are also presented.The result of test explanation that, by the research on the QoS policy of MISN, the end to end QoS policy for the user and integrated connection for services with various QoS in one network are implemented. We implemented a service in a unified data network platform which can provide various QoS requirement and safety dependable service for the user and constructed a safe, manageable, performable MISN which has telecommunication class QoS for Unicom.
