The development of telecom service demands technological transformation and innovation, as well as simplified network levels in order to speed up the new services offered. The introduction of NGN (next generation network) brings telecom operators a bright prospect. The basic characteristics of NGN are packet-based, full-service, high bandwidth, QoS (quality of service) guarantee, transparent transmission, separate services from network, separate control functions from services, and to possess all-purpose mobility including terminal and user mobility. The purposes of the separations are to make service independ of network indeed, and to effectively provide services with considerable flexibility.Softswitch is the foundation for NGN developing and the key technology for establishing next network architecture. Its functions involve all of the functional layers in NGN, including access and transport layer, media layer, control layer, and network service layer, which is highly suitable for coexisting and interworking in different networks, and it can be also applied in the evolvement of voice network to multi-service and multimedia network.Based on the studies on the architecture, evolvement pattern,characteristics,and softswitch technology of NGN, we demonstrated that softswitch technology dealing with the separation between services and network, and separation between call control and bearers was the foundation of NGN development. Meanwhile, a practical evolvement solution for constructing metropolitan NGN under the conditions of present network was put forward. A solution for Metropolitan Integrated Service Network (MISN) aimed at NGN based on softswitch technology was introduced, according to the actual status of the network of China Unicom. This solution will conduce to integrating various services including voice, video, and internet etc. within metropolitan region by uniform platform of service and network based on existing metropolitan bearer network. MISN is composed of the following three parts:(1) Metropolitan Integrated Service Bearer Network: The various services were carried by the same network platform using the existed metropolitan bearer network , and QoS guarantee was provided according to requirement.
