Recently the competition in telecom industry has increasingly aggravated. The foundation construction of operation network is not focus. Telecom operators prefer to enhance management and operator ability, provide flexible, trustiness service by exiting resource.These years, with the development of Network Technology, Operation Support System involve more and more functions, firstly from net element management and operation & maintenance to network management, network interconnection among management system. Now the telecom operator want to build a fusion, entire system, bring absolute systems together by an advanced framework.This paper explores the function of network layer and its structure in the whole operation support system, study and research the standards of TMN (telecom management network),the structure of NGOSS (Next Generation Operation Support System), propose a general , component platform solution. This platform focus on network layer, contain many common function modules. Developers can customize the system for concretely managed object or special requirement based the platform.Fault management is an important but difficult area of telecommunication network management: networks produce large amounts of alarm information which must be analyzed and interpreted before faults can be located. So alarm correlation is a essential technique in fault identification. We describe a novel flexible solution for correlation systems. We design a pre-process chain to analyze the reported alarms. This chain has many function points, each point has its business logic, and one function point has not any relation with the other. So we can adjust function point sequence, customize which point we need depend on requirement. We present two different methods to process different alarms: we design rule-based analyze to adapt the simple business. And rule engine-based analyze can be used in some complex business. This methodology has been implemented in a research project, which is used in several telecom operation support systems.
