Design And Implementation Of An AML System Based On Rule Engine

Currently, money-laundry crime has increasingly social effect of pollution in the international community. It brings much losing and impacts to all of the world. Therefore, an important and urgent mission in the finance work in our country is improving the laws and regulations, establishing Anti-Money Laundering mechanism, and we should strike against the money-laundry crime through the information technology means. However, there are lots of problems in Anti-Money Laundering system. For example, the rules complications results in the nonstandard suspicious monitoring, the detection is ineffective when matching massive data. So it needs improvement both of business and technology urgently, to adapt to new situation and requirement of supervision.Rule engine is an engine that decides the fact whether can match the real time condition when it running, depending on the filter conditions included in the rules, then it carries out the movements pre-defined in the rules. It will be very efficient when using complicated rules in large amount data environment. Hence, a design and implementation of Anti-Money Laundering system based on the rule engine is conceived. There are a few beneficial attempts in this article on both designing and implementing:1. We established the rule monitoring model, especially suspicious rules, based on our country related laws and regulations. Taking "Know Your Customer" as point of departure, we designed risk rank for customer's characteristic. And put forward an integrated work flow of Anti-Money Laundering. 2. We designed the core module of system--rule engine, according to JBoss Rules that is an open source of Java. It used for Anti-Money Laundering monitoring and inferring.3. Rule management supplies united rule document definition and monitoring strategy, also can support visual definition and modification of rules.4. We compared the efficiency of rule monitoring by using rule engine to using procedure, verified the advantage and feasibility of the Anti-Money Laundering system based on rule engine.This Anti-Money Laundering system has been used in certain commercial bank. It helped to filtering and collecting the suspicious data efficiently and accurately. It improved the efficiency and effect of the Anti-Money Laundering work.
