Then, the article analyzes the feasibility to establish the system , decides on the basic functions in the system.The Metadata is main and important theory of The Engineering Design Drawing Digital Library System, so it is necessary to investgate the Metadata. The article describes the conception of the Metadata, demonstrates the Dublin Core Metadata Element Set and Dublin Core Qualifiers. Then, the article defines the Metadata Element Set of The Design Drawing with a part of the Dublin Core Metadata Element Set and Dublin Core Qualifiers. And, with a sample, the article provides the method of making use of RDF/XML Model to express Metadata of The Design Drawing.To establish The Engineering Design Drawing Digital Library System, the article describes the process and the method of this system design. First, this article described the main functions of the Web Page Layer. Then, the VBScript of ASP technique is adopted as the programme tool, the ADO interface is used to access data in database. Finally, each module(including: Identity Confirming, Metadata Quering, Metadata Entering Library, Password Managing, User Managing) of the this layer is programmed and part codes are be provided in the arcticle.According to description of the article and result of the system, this subject completes the research of the initial theory of The Design Drawing Metadata, and establishs the Engineering Design Drawing Digital Library System that to be used in Design management.
