On the basis of the IT instruction and IT Course of High School in basal education field, the advance of information technology boosting instruction quality was researched and practiced in this paper. The main factors of impacting instruction were also analyzed. It was important for IT instructional system, so the construction and application of IT instructional system were established as a studying object. Various learning theory bases were formed and the guide ideas of new pattern instructional system were constructed with human-centered.There are seven parts in the studying. It mainly adopted the ways of studying, survey and literature analyses. Combined with the new course's conception and instructional requirement, the characters of instructional system were put forward on the bases of generalization and analyses of researching present state of IT instructional system. Traditional instructional predominance was identified. At the same time, IT predominance was displayed possibly. The interfusion and complementation of the tradition and modern were promoted. With the frame of containing behaviorism, cognitivism and constructivism as guide, long-term instructional hands-on was applied. Annuli of instructional procedure and choice teaching model were normalized and new pattern instructional system of backing on teachers, facing students, holding on teaching and serving study were planed and designed. In order that teaching and study get whole support and teaching quality advancement get guarantee, advanced WSS network application development platform should be selected, the learning way of "independence, exploration, cooperation" and corresponding teaching way should be applied and WSS instructional system was realized.Based on WSS instructional system adopting structural frame of website collector which were composed of instructional website group and students themselves Weblog website group, there were six modules which included instruction in the classroom, IT culture, learning resource, teaching appraisement, individual Weblog and service management, gather various instruments of teaching, learning, communion, exercise, appraisement, resource searches , FAQ and so on. Subject teaching, culture inheritance, social communion, psychological growth supply overall and powerful support for teachers and students, improving current IT instruction and learning faced many problems.
