Virtual reference service is a new hotspot in current internet circumstance, which is user's study topic in libraries. Both here and abroad, all kinds of libraries are concentrating on the development and improvement of virtual reference service. It is going to cooperation. Virtual reference service will be the main trend. At the same time, the quality of virtual reference service is higher. The service must be interoperability and integration . So standardization and quality control are becoming the basic and sticking point.So in distributive network, quality control is more and more important, the most important is to construct evaluation criterion.This thesis discusses the current condition of libraries and information institutions virtual reference service both in and abroad. It analyses the problem of VRS in quality control with scientific evaluation methods systematically, combined to other's case, the author proposes meaningful strategy to improve the quality of virtual reference service, using scientific evaluation method and implementation procedures, integrating other's study case. On the base, the author has constructed several credible modules, including user demand module, user apperceive module, user expectation module, service transfer module, background management module, In addition, dissertates the personal circumstance and the service specification. Simultaneitily, the author constructs indicator system of virtual reference service, such as relative user guideline, communication manner guideline, communication course guideline, reference notation guideline, reference personnel extrenity guideline, economy guideline, and so on. Integrating with the service of Tianjin Polytechnic University, the author calculates the value of all targets, concludes a synthesis value, which embodies ology evaluation. Moreover, the author constitutes perfect target system, at same time ,concludes how to improve the quality. At last, the author analyses the experience of business consultation, introduces competition mechanism of business consultation, and knowledge management idea, which gradually go marketing. Its affirm trend is tradable and socialization.
