The need of Geospatial Resource Management Solution (GRM) is becoming stronger and stronger along with the continuous development of the GIS technology and its wide application in Public Utility Industries(PUI) in recent years. However, because of the complexity of the GRM, poor reusability of GIS application software development and inappropriate data organization pattern, problems arise in developing and implementing the GRM. The problems, including long development period of application software, quality control difficulty of application software and poor software reusability, are the main obstacles in spreading the application of GRM. One effective and important technical solution to these problems is the reusable GRM Foundation Framework, which is possible to build based on the progressing COM/ActiveX and ComGIS technology.This paper presents the application study on technologies of Component Object Model (COM) and automation, active control as well as ComGIS. The application area and properties of the GRM is analyzed. A flexible and reusable foundation framework of GRM is proposed, which is composed of map basic operation function component, general graphics editor component, industrial installation management component, application analysis component and application integration component. The general design and implementation of the framework and the management and application method of the component are presented in detail. The fact that this kind of framework is successfully applied in communications proves that the framework can play an important role in constructing an information-based public utility system.With the establishment and application of the framework, a lot of repetitive work in developing GRM application software can be avoided, the GRM software development can be sped up with lower cost and the quality of application software and system of GRM be improved as well. All these are beneficial to application of GRM in every field of social economy. At the same time, the general GIS function components in the framework can also be applied to other GIS application fields, which is profitable in both social and economic regime.The framework has already been well applied in developing the GIS and the environmental geology system of Kexuecheng( the science city, where CAEP locates). It has good application effect, improving both efficiency and quality of development to a great extent.
