With the constant development of road transport, its current methods cannot meet the demand of road transport management and service. Informationalized technology is rapidly developed. 3S system, a new kind of informationalized, intellectualized, and socialized modem traffic system, uses advanced technology such as electronic, information, communication technology, etc.The main purpose of this paper is to develop the 3S system in road transport field in Shan Xi. And the paper discusses the total design of the 3S system, the constitution of the system's function module, the design and implementation of key technology. the paper designs the system of 3S in detail, and analyzes relevant supplementary measure. Finally, according to the present problems, the paper puts forward some suggestions and measures for the administrative department of the trade in the future.
