News media as the mass media in promoting and achieving this goal has a unique transmission on the edge, that the media as the mouthpiece of the party and the audience of opinion leaders, in addition to dissemination of information to demonstrate its constructive and times, also must have a "people first "philosophy, concern about the living condition of vulnerable groups and provide advice to the parties an equal exchange of media platforms. Coverage of disaster should be fully highlighting the humane care. The reports on the disaster and humane care will do thorough research and definition. By comparing major disaster reports in the new century, I try to clarify disaster planning guidelines of news reports in three different periods.
