Intelligent Networks (IN) has been brought forward since the 80s of the last century. The IN based on the framework of the telecom network, using the technology of centralizing the logic of services and the information of data respectively, offering the telecom services fast and intelligently. Recent years, Intelligent Optical Networks as the result of Network research, using standard specification through a separated control layer to utilize the resources of network with highly efficiency. A good thought for applying telecommunication system, based on the intelligent optical networks and service networks, combining with the technology of computer's software, can realize many functions such as data sharing, application integrating, service flow controlling, etc.City Emergent Relation Systems (CERSs) are the systems that integrating many kinds of resources of services, using uniform phone number for receiving calls, handling emergent events or help in one combined action, offering succor for citizen and strongly ensuring public safety of the city. In recent years, the research and application about CERSs have become hotspot. Because almost all CERSs in existence have the disadvantages in designing of system constructs, which has become the bottle-neck of the system, there is required that research & develop a plane which is not only suitable for the existed CERSs, but also convenient for new application to great improve performance of CERSs.The purpose of this thesis is to study the realization of the IAP, with designing the architecture of IAP, realizing some of the key modular programming, and analyzing the testing results. The main conclusions and contributions are as follows:1. After expatiating upon many manufacture of relative system's framework, the shortages and the problems of current CERSs have been analyzed, such as compatibility for the remaining systems, intergration and conversion of data, management of the applications, and so on. The corresponding solutions have been brought out. The framework of IAP has been designed and discussed in detail.2.
