The system for ensuring a minimum standard of living has been established with the effort of the civil branches of government in shandong.Because more and more people need this system,the management of this system becomes more and more difficult.The simplicity depends on a traditional operation leads to heavy labor and low work efficiency.So the old system can' t supply the need.The management system for ensuring a minimum standard of living that this text discussed, making use of advanced means to strengthen the management, taking the work standardization, modernization and more scientific. With the use of Internet management, the information can be deal with the unit from city, area, street to community and carry out a resources share.With the application of bank interface and the accomplishment of the information-based construction, the civil branches of government will raise the level of management and provide efficient service.It can obtain an economic and social performance.The system adopts traditional waterfalls model to develop,taking Unified Modeling Language (UML) as analysis description language,takeing Windows xp as operating system, adopting JAVA as programing language, making use of new technique such as EJB, RMI, Struts etc.It implement the dynamic management of information for the whole province and display it in a graphical interface.This text analyzed the system' s background and elaborated the system' s key problems that need to be resolved. It given us a general idea of the whole system and introduced the method of analysis and design.The first phase of construction have been put in service and was received well. The second phase of construction is being debugged now.
