Video conference system is a communication system which uses the net work to transmit sequential pictures, audio and data to many participants. Through this system, people in different places can conununicate with each other freely and effectively. With the development of network, multiple endpoints video conference based on IP network has been an ideal choice of remote conference system because of it's lower cost and more advantages.H.323 and SIP are main signaling protocols which control multi-media sessions in a multimedia conference system over the packet network. Through H.323 is maturer than SIP in applieation, SIP is rather simple, flexible, open and extendable than H.323, while it is complicated in implementation and extending and and costs much. In February 2006, Internet Engineering Task Force issued a draft named "RFC4353", which provides the design framework of SIP-Video conference system. That further promoted the SIP protocol in the application of multi-media session. This system's development is based on SIP protocol.This paper studied SIP protocol and its network architecture, designed video conference system model based on SIP. Based on JAIN protocol stack, this paper established SIP Protocol Stack which is suitable for video conferencing applications. Using JMF API as the application programming interface, this paper developed and achieved the transmission and process of voice and video streaming.In the system design and development process, this paper used UML modeling techniques and object-oriented development method to achieve system requirements analysis, system structure design and structural function design. Using Visio modeling tool, this paper designed the system package diagram, use case diagram, class diagram, and sequence diagram. Through the analysis of the system ER relationship, this paper completed the analysis and design of system database logical structure and physical structure.
