Along with the development of computer and network techniques, the traditional examination with paper can not meet the needs of the requirement. The examinations with computer are used more and more in our life and study because of its advantages of low cost, high efficiency and flexibility.For the professional personnel qualification certification examination in our country nowadays, there still have not a suitable solution and software for solving the problems, such as wide distributing area of the examinees, un-unification of the examination schedule, complication of the examination courses and classification. Therefore, developing a kind of software to solve these problems is the urgent task currently.This paper analyses and summarizes the development and current status of computer examination, and analyses the specific requirements of qualification certification computer network online examination via the direction of Classical Test Theory and the combination of Item Response Theory designing to perform the feasibility analysis of system implementation, put forward the relative wholly solution and software system model and complete the computer network on-line examination software system based on WEB. The software can be used for solving practical problems, such as long range net register, site logging in, random selecting questions and paper configuration, taking examination on-line, automatic marking and grade statistical analysis by fully utilizing the operation, performance and communication advantages provide by computer and network.Designing of software is discussed in details in the paper, including system architecture design, system function design, performance design, database design and system composition. The paper illustrates the paper configuration algorithm, paper configuration pressure remission strategy, multi-page submission technique, examinees operation limitation technique and system security design technique during system implementation. Finally, some suggestions are put forward for further study.Through the research on the paper, this software system can meet the requirement for current qualification certification examination. It shows that the examination cost and security difficulty are decreased and organization efficiency is increased because the manual work which links such as proposition before examination, test paper print, test paper read after examination and grade statistic in traditional examination are omit in software. It effectively avoids the cheat phenomena in examination and gets well examination result.
