Gis-based Property Management-government Intelligent Systems Research

In recent years, the real estate already becomes the pillar industry of the national economy. However, there are still many problems, such as the over-fast growing of investments, incompatible structures and unacceptable rising of the price, etc. Although the Real Estate Management Information System (REMIS) has been established in many cities, with which the Of f ice-GIS integrated working environment is basically achieved, the functions of inquiry and calculation are provided and the application requirements are met. However, this system lacks for the effective dynamic-monitoring of the real estate market and the corresponding regulative system. In order to strengthen the real estate market macroscopic monitor, a GIS-based Real Estate Management Government Intelligence System (REMGIS) is needed. The goal of REMGIS is to gather the dynamic data in the real estate transactions, to make the accurate estimation on the condition and the tendency of the market by the scientific analysis. Thus, the capability of macroeconomic-regulation and controlling of the government can be strengthened and the existent problems can be processed and solved timely. At the same time, the REMGIS has the market information published via Internet, guides people to have the rational behaviors of investment and consumption, thus to promote the real estate having a health and stable development.This paper researched the REMGIS related questions. First, the paper takes the Business intelligence as a foundation, then brought the e-government in , proposed the concept of the Government Intelligence and its key technology and analyzed the relations of the Government Intelligence System and the Management Information System; Second, the paper proposed the architecture and the function modules of REMGIS after researching the spatial data warehouse. The research of the management of the real estate market was also given, by which the subject of the real estate management spatial data warehouse and its data granularity has been determined. And on the foundation of the monitor target which is in needs of the real estate management, the real estate multi-dimensional analysis models have been established. Finally, the theories and methods of Software Engineering are used to realize the prototype system of REMGIS in the paper. To provide an effective realization way for the real estate management agencies to monitor the market dynamically, make decisions and publish information easily.The main research results of this paper included the following four aspects:(1) Proposed the concept of the government intelligence and the framework of Government Intelligence System on the research of the Business Intelligence;(2) Designed Client/Server and Browser/Server unified framework of REMGIS.
