E-government is developed with the government re-building theory and the new public administration theory, and will support the public administrative system' s transformation from the "huge" government for an industrialized society to a new and more effective one. Based on the theories and technology of Spatial Decision Support Systems, Computer Supported Cooperative Work (CSCW) and Spatial Data Mining (SDM), the thesis focuses on the theories, techniques and application of Spatial Decision-making for E-government (SDEG). The main contents of the thesis are as followings:(1) The basic theories and technology of Spatial Decision-making for E-government are systematically studied and perfectly developed. After summarizing the definition, theories, basic steps, content and developing methods of Spatial Decision-making Support Systems (SDSS), the complexity of spatial decision-making problems for group participation is analyzed. Then, the author raises the basic concept of Spatial Decision-making for E-government (SDEG) and discusses its process and analyzes the characteristics of SDEG. In this thesis the theories and models related to SDEG are discussed in detail. Also discussed is the government affairs information science. Finally, the author introduces the progress in SDM research, especially SDM' s characteristics, theory and techniques.(2) By analyzing the environment and requirements of E-government, some techniques are studied, which support data handling, collaboration spatial modeling, and solutions generating and discussing. The author proposes the collaboration spatial data processing model composed of 4 kinds of objects which are spatial database, map layer, map sheet and spatial entity , and studies the data processing approaches based on sharing model. The author also makes a study of the conflict management system architecture and summarizes the collaboration spatial modeling methods based on model base management system. This thesis also proposes the system architecture for collaboration solution generating and discussing, and discusses some critical approaches.(3) The thesis proposes the multi-agent model for collaboration spatial decision-making and studies the organization and running model of multi-agent for collaboration spatial decision-making on Client/Server architecture. Then, the agent-based Client/Server information sharing model and information sharing methods for collaboration spatial decision-making are studied. Some methods of agent collaboration are studied ,which support organization of spatial decision-making agents through collaboration protocols, allocation of collaboration tasks , and unification of different solutions. After analyzing agent communication protocols, the Blackboard Model of agent communication for collaboration spatial decision-making is put forward, at the same time solution interaction methods through expanded Knowledge Query and Manipulation Language (KQML) are studied.(4)The author systemically studies the approaches and techniques which support picking up information and knowledge from multi-resource spatial database to improve spatial data application for E-government. The document-based spatial information extraction method and rules for temporal and spatial information extraction through experience rule method are presented. The calculation methods for four kinds of point characteristics, along with four kinds of line characteristics and six kinds of area characteristics are presented. The geographical parameters extraction approaches and techniques based on graphic data are studied, and topographic parameters calculation methods based on DEM data are also presented, which support different parameters calculation including five kinds of macro- parameters, eight kinds of micro- parameters, and five kinds of relative parameters. With integration of spatial statistics analysis and spatial analysis, extraction approaches for social and economical geographical parameters based on multi-factor statistics and spatial analyzing method are studied, and at the same time...
