From the beginning of explanation, we face one key problem that is what the institution is. Referring to the definition of The New Institution Economics, that institution is the rules to regulate the people's behaviors. Our perspective is that treating the British Broadcasting Corporation as one type of institution and analyzing the variation of the regulating rules. Another key problem is how to definite the word transformation, instead of change or movement. On the one side, we want to put it into the history study. Eighty years, which period is form 1920s to nowadays, that means a lot for the electronic media. The dynamic and intense of the transformation is over the imagination of people. Especially, the appearance of new media technology makes the structure of media institution more complex and multiple. On the other side, we want to use the instrument of the New Institution Economics. As the microcosmic view, we want to analyze the formation and development of the institution itself, including the change of finance recourses, the internal and outer factors that influence the media administration. Otherwise, we want to make it clear that which type of programmer that they have produced, and why they choose this type, and whether this type have changed.
