Research On And Implement A Billing System Based On IPv6 QoS

As the development of Internet technology, the IP services develop quickly. It needs a support of network billing system. Network accounting is a direct and effective method to obtain the reward for the network service providers, and also play an important role in the operation and development of the Internet. Nevertheless there are some limitations, especially billing with a flat-fee pricing method. It s neither satisfied the need of the user's require, nor the complex billing operation. Meanwhile, the flat-fee pricing leads a waste of network resource, increases the probability of network congestion and reduces the service quality. All of this influences the user's satisfaction. The network service provider could not adjust the user's action of using network resource with pricing leverage. In order to resolve this problem, policy-based accounting comes down.In the Next Generation Network, new billing methods and new billing policy are required for the abundance types of operation and its service quality. A billing policy which based on the quality of service (QoS ) is put forward. The QoS-based billing policy can satisfy with the network service for both providers and users. Different operations provide different billing policies with different quality of services. This QoS-based billing need user conferring with network service provider on Service Level Agreement (SLA) before billing, and then when user starts to using network, the billing system starts charging according as the SLA. This is actually a Type of Service (ToS) based on billing. In addition, it affords a different price of different service to the users with QoS-based billing: Unfair charging policy may lead network users use network resource incorrectly, even reduces the efficiency of network consequently.This paper deeply researches the Next Generation Network and Billing Function Reference, and then presents a method of QoS-based billing architecture which billing system provides a real QoS billing: a charging policy modifies the arranged SLA according to the real QoS users get. Network service provider can lead the network users'behavior of using network resource and control the distribution of network resource, aiming to the achieve which network status can be optimized and network users can get a better satisfaction. At last, an emulational experiment and a modul are proved correctness of the QoS-based architecture and the charging policy.
