Customs Ata Carnet Management System

To co-operate the implementation of《The ATA single certification volume customs pact on temporarily import goods》in China, the General Administration of Customs sets up a project to develop an"ATA single certification volume management system for china customs"with autonomy intellectual property. This management system will satisfy the requirement of China customs. This paper takes this development project as the background, discusses the design and implementation of the management system.The operational and technical requirements of《The ATA single certification volume management system》are systemically analyzed and lucubrated. The design idea of the 3-layer Browser/Server architecture of the management systems based on the Microsoft.NET framework is introduced, and the security problem of this management system is investigated thoroughly. The application of program techniques, such as ASP.NET, in the implementation of the management system is also depicted particularly. There are 5 chapters in this paper, they are organized as following:Chapter 1 is the introduction. The general situation and structural principle of the ATA single certification volume policy of China customs are presented, and the development status of this policy in other countries is also referred.The system architecture and service data flow chart are illustrated in chapter 2. Furthermore, the layout of the system server is depicted.Chapter 3 includes the detailed introduction of the development techniques. The differences and advantages/disadvantages among Browser/Server architecture and Client/Server architecture are also analyzed in this chapter.The security requirement of the management system is investigated from five aspects, which is the main content of chapter 4.In chapter 5, the application of ASP.NET in the implementation of the management system is depicted particularly, by taking the design of the Web Server and system functions as examples.
