With the E-government in China developing rapidly, the government deal with affairs constantly by digitized means raise the level of office automation system functions which has improved steadily. Therefore, E-document has substantially produced.While the emergence and development of E-document not only accelerated the pace of processing and transmission of documents, but also enhanced the effectiveness of the government's official business. However, there are great challenges exist in the management of E-document. In chief, Electronic documents created in the office automation system to meet the needs of the government activities, thus, office automation system in design and development of E-documents take more focus on the document creation, work-flow management and functions of control. But there is no corresponding concern on the disposition of the E-document after the process. On the one hand, a large number of E-document produced by office automation system; on the other hand, transacted E-document stored dispersedly in the OA system without proper treatment. In the condition of the outdated hardware and the updating software, E-document can not be read or damaged even lost in system.This paper concentrates on archiving management and archives transfer issues. The purpose is to present a functional requirement on E-document archiving management including appraisal, disposition and transferring.According to the requirement of E-document management, the modules in E-document transfer system include archiving, identification, disposal, retrieval and printing. It should base on authenticity, integrity, safety and reliability to meet the requirement of electronic archiving of documents.In the last chapter, the paper introduced optional function researches, which emphasized the related functional requirement in technological methods, system environment and network environment.
