With the rapid development of information technology and the explosive increasing of information, the shortcomings of traditional network are increasingly apparent, and the relative scarcity of network resources can not meet the demands of networking application in many aspects. As a novel intelligent network architecture with self-awareness, self-optimizing, self-configuration and other characteristics, autonomic network is the inevitable trend of next generation networks. Autonomic network can manage dynamic heterogeneity of complex network adaptly and configure network resources dynamically in order to raise the whole network resource utilization. The introduction of autonomic network gives a new dimension to the management of network resources. It aiso provides a good implementation environment for allocation of network resources pricing-based.In the beginning, this paper reviews the concept of autonomic network and its key technology, and then presents the design of MAPE control loop based on the policy-driven elements. From above results, this paper proposes an autonomous, policy-driven resource management mechanism. Then, this paper introduces network pricing to the traditional BDI Agent Model, proposes PBD Agent model and gives the methods of resource allocation for PBD Agent pricing-based. Finally, this paper introduces the concept of congestion punishment mechanism in Kelly pricing model. It can set congestion prices and compensation prices dynamically for users in case of congestion. According to the above analysis, this paper proposes an improved algorithm. Simulation results show the validity of the improved algorithm.
